Accessibility statement

Commitment
The DIGI-ENLARGE consortium is committed to making this website usable by everyone, including people who rely on assistive technology. The site is built to the requirements of EN 301 549, the European accessibility standard, which refers to WCAG 2.1 level AA.
Compliance status
This website is partially compliant with EN 301 549 V3.2.1, which refers to WCAG 2.1 level AA, due to the non-compliance listed below.
How the site is built
Pages are plain HTML with semantic headings and landmarks. Every page starts with a skip link. All interactive elements are reachable and visibly focusable with a keyboard, and every hover effect is mirrored on focus. Images carry text alternatives, colour is never the only way information is conveyed, and all motion is switched off for visitors whose system asks for reduced motion. The work package accordion uses the native disclosure element, so assistive technology announces its state without extra markup.
Non-accessible content
The animated network graphic in the E-Democracy Hub section moves continuously while it is visible and has no pause control, which does not meet WCAG 2.1 success criterion 2.2.2 (Pause, Stop, Hide). The graphic is decorative and conveys no information: everything it illustrates is available as text beside it. The animation stops if your device is set to reduce motion. We plan to add a pause control.
Preparation of this statement
This statement was prepared on 9 October 2026. It is based on a self-assessment by Tallinn University of Technology, combining automated testing of every page in all eleven languages with manual testing using only a keyboard, the VoiceOver screen reader, 200% zoom and a narrow mobile-width screen. The statement was last reviewed on 9 October 2026.
